Topic A: Traffic and Debris in Outer Space
The rapid increase in satellite launches has made Earth's orbit increasingly congested, raising the risk of in-orbit collisions and the accumulation of space debris. Defunct satellites and discarded rocket components can remain in low Earth orbit and geosynchronous orbit for decades after disposal, threatening communications, astronomical research, and national security infrastructure. Delegates must deliberate on how international standards can improve space traffic coordination, satellite disposal, and debris mitigation while preserving access to orbital space and holding national space programs and private operators accountable.
Topic B: Ownership in Outer Space
The expansion of commercial space activity has brought growing attention to the ownership and use of extraterrestrial resources as states and private companies pursue lunar and asteroid exploration. Resource extraction must be reconciled with the Outer Space Treaty, particularly its prohibition on national appropriation and its provisions concerning jurisdiction and law enforcement beyond Earth. Significant differences in technological and financial resources also create concerns over whether smaller and developing states will have meaningful opportunities to participate in and benefit from space exploration. COPUOS will deliberate on how to regulate resource extraction and private activity while ensuring equitable access to the benefits of outer space.
